    Property tax relief proposals were the central Idaho tax policy issue the past two years. All that focus resulted in a 2005 interim legislative property tax relief committee and new 2006 laws that included: (1) Expansion of the homestead exemption; (2) Expansion of the circuit breaker/property tax relief program; (3) Addition of a new property tax deferral program and (4) Removal of a .3% general school M & O property tax levy in exchange for a one-cent sales tax increase and shift of this levy to the state general fund.

    After considerable debate and discussion, the Joint Finance-Appropriations Committee voted 11-9 yesterday to authorize * $246 million in GARVEE bonds for six highway projects around the state, including:

    • $126 million for work on I-84 from Caldwell to Meridian, including added lanes and purchasing right-of-way.
    • $28 million for work on I-84 in Boise, including construction of a wall to contain traffic noise from Curtis Road to Broadway.
    • $17 million for Idaho 16 extension from I-84 to Idaho 44.
    • $23 million for work on a 31.5 mile, four-lane divided highway from Garwood to Sagle on U.S. 95.
    • $12 million to complete construction on a 4.1 mile stretch from Worley to Setters on U.S. 95.
    • $40 million to build Topaz and Portneuf River bridges and 2.6 miles of four-lane highway on U.S. 30.

    I want to tell you about two meetings taking place on Saturday. The purpose of the meetings is to explain the status of the Highway 30 (from McCammon to Lava Hot Springs) construction project to anybody who is interested. The meeting in McCammon will take place at the city offices at 9:30 a.m. The meeting in Lava will take place at 11:00 a.m. at the elementary school. Both meetings will cover the same material and will last about an hour each.
